Many mid sized cities are enjoying rapid growth due to highly desirable quality of life and newly distributed career opportunities. Growth like this puts municipal energy providers with long-term bulk power contacts in dire straits. During periods of peak demand, a growing city's load exceeds the purchased power limits of the agreement. Because municipal providers do not ordinarily generate their own power, during overage periods they must purchase needed extra power at a premium price.
